"Hello! I'm Theodore!" called Theodore, blowing his most cheerful whistle. "Welcome to the Big Harbour!" But then, the strangest thing happened. Cumberland just stopped right in the middle of the harbour and didn't say a word!

"That's funny," thought Theodore. "Ships are usually very friendly to me." By now, Theodore knew it was almost time for the morning work meeting, when the Dispatcher gave all the tugboats their jobs for the day. "Maybe I should see if the Dispatcher has a job for me today," thought Theodore, "but then again, this big ship looks really interesting!"
